Admiralty, March 8, 1911. WITH reference to your letter of the 14th ultimo, transmitting copy of a despatch from His Majesty's Minister at Peking relative to the Whangpoo Conservancy scheme, I am commanded by my Lords Commissioners of the Admiralty to request that you will inform the Secretary of State for Foreign Affairs that they concur in his proposal to approve the action of His Majesty's Minister as reported in this despatch.
